Hmm, I think Win32 has had color cursors for a lot longer than X-Win has. Maybe it was an issue with GTK support for them on Win32? But anyway, GIMP now has *semi-transparent* colored cursors on Windows, so whatever issues there were with the OS or GTK toolchain have apparently been solved.
Well the two times we had the color cursors we had problems. The first time the problem was that there was no alternative for platforms that didn't support the method called by GTK for colored cursors (this was Win2000 and earlier as well as X servers with lower bitdepths).
The second time we got it to fall back on the black and white cursors for those other platforms. However, the patch caused random crashes on those platforms from what I was told.
The decision in the end was to back out the patch as it wasn't worth going to the trouble of fixing for the marginal aesthetic benefit. I had worked with the patch submitter in the past and applied it to the codebase both times. It really wasn't worth bothering him again imho, and I didn't have the desire to put any more time into it myself.

I'd personally love to see some translucent colored cursors like GIMP has, but it's also not high on my priority list currently. If you'd like assistance testing on some standard setups (Win2k, WinXP, and Ubuntu Feisty) I'd be more than happy to help from that angle.
