any objections if I commit this Python code to trunk? it appears to be working, according to https://bugs.launchpad.net/inkscape/+bug/966244/comments/2

The reason I'm asking, I suppose, is because it is a Windows-specific solution to a Windows problem. On the other hand, is it possible, or acceptable, to limit it to only the Windows distribution by deliberately not including it in the Makefile.am file?
