We should test this is truly blocked. I managed to renumber someone's commit a few months ago and pushed it without issue

an earlier version of rev 12287 is available at http://bazaar.launchpad.net/~inkscape.dev/inkscape/trunk/revision/12285.1.2

this earlier version was absorbed into a new rev and renumbered. There was no data loss, but the result was rather confusing.
