Following the example, I guess so. I've done enough to have it included in the distributed tar file, I don't know what needs to be done to have it referenced by the inkscape application.

Hmm, the code currently has no provision for opening different files according to LC_MESSAGES. Relevant code is sp_help_open_tutorial or sp_verb_action_tutorial_perform.
