Sounds like it's being geared as an open standard like SVG, PNG, etc.
Was covered on Slashdot a while back, Adobe are hoping that thier DNG or "Digital Negatives" will help unify the incompatible RAW formats that camera makers are currently using. http://it.slashdot.org/article.pl?sid=04/09/27/128208
Presumably dcraw will support it and most applications will want to use dcraw inderectly rather than implement it themselves. http://www.adobe.com/products/dng/main.html
