Off hand it looks like they're having virtual hosts problems on the server side, and they've lost the entry for Inkscape's domain. Since I believe that it resolves to vhost.sourceforge.net, they count on the "Host:" line in an HTTP/1.1 request to know what to actually give you.
In short, their virtual hosting has "lost" our website and domain.
