I've just uploaded a new library bundle:
http://inkscape.modevia.com/win32libs/gtk28-060505.7z
and committed the changes to the makefiles that gets inkboard building by default on windows. I think we should disable whiteboard in this release and provide an unofficial build with it enabled for those who are adventurous but why not play with it now. :-)
You'll need to do a `make clean` again. Sorry.
