I think it's more either "conceptual coverage", which make it similar to "keywords", but less formal, or "geographic coverage" to describe, for example, what area it's a map of, etc. I got all these definitions from the Dublin Core descriptions of the various RDF elements.

I wish English were more exact. :) "License" isn't the name OF a namespace, but rather, we're talking about a namespace FOR a License. Maybe I should change this string to:
"URI to this document's License's namespace definition."
