A "garball" would need to be create for Inkscape. The ideal person to look at this would be familiar with packaging and buidling from source.
From my understanding this should be somewhat familiar to anyone who has
created a Gentoo package.
At least part of it is a makefile which specifies the download location and dependencies for Garnome to draw down as needed.
The Garnome developers are very helpful. The slightly more unusual dependancies of Inkscape might worry them but I think they already include a few other GtkMM programs. (I've created a garball before but I was I was able to copy the one from an existing program with similar dependancies and only really needed to change the names.)
I'll file a request and if someone famaliar with all the difficulties and gotchas of building Inkscape could add themselves to the CC list and provide help that would probably be a good start http://bugzilla.gnome.org/enter_bug.cgi?product=GARNOME
