I'm in favor of us going the route that GIMP did. A) Because it makes sense and people won't accidentally only write to an "improper" format. B) For consistency.

just to put in my own two cents, I would expect to use "Save As..." only for those formats that are lossless and can survive a round trip, while Export to me means "lossy".
