No. Arrows are for moving. Rotation is different and needs different
keys.
How about using Ctrl+R for rotation through 90 degrees? (I use that a whole lot more often than the small rotations anyway).
Why ctrl-] is any worse? And if you decide you want to rotate it back, you only need to press ctrl-[. Whereas with ctrl-r, you'd have to do ctrl-r three more times :)
Ctrl+R is currently used by Show Rulers and only becuase I cannot think of anything better I'd suggest using Ctrl+Shift+R for Show Rulers because at least then it would be the same as the GIMP.
And ctrl-r in Gimp is what?

Really, I pan with ctrl-arrows ALL THE TIME. When the doc is just loaded and there's no selection. When I have a selection and want to better center it. And in a million of other cases :)
I've just noticed that the Up and Down Arrow Keys currently Zoom in and Out (when used without any modifier keys) and I would have expected them to be available for Panning when nothing was selected.
They're not supposed to, it's a bug which I will fix shortly. It does not affect selector and node tool.

For Zooming it would be better to just have Zoom In + (and also =) as well as Ctrl++ (and Ctrl+=)
Sorry, ctrl++ is already "union". It's easy to remember that ctrl with four math operators means four boolean functions.
