I too was unable to build Inkscape from CVS until I deleted my 'inkscape' folder and checked out everything anew from CVS. Now it compiles without any problems with --with-perl and --with-python enabled. There is now a 'Scripts...' item in the 'View' menu.

I also had to install python-devel, but I suppose this is to be expected. This is under SuSE Linux 9.2.
