The goal would be to come up with a solution that is approved by the SVG WG. Once approved, I can add it to the SVG 2 spec. The best way to proceed is probably to create a web page that presents the problems and the proposed solution, with sample SVG code and illustrations. See my "Connectors" page for an example of presenting the solution part.[1]
A couple of key things to keep in mind:
1. Cannot break existing content. 2. Must be compatible with CSS. (Which requires understanding how CSS/HTML sizes SVGs and how CSS approaches the screen resolution problem.)
Note that the majority of SVG WG members are only interested in SVG use on the Web.
