Here is a release checklist for 0.45. I am not totally caught up on what everyone's working on, so please fill me in on what is missing or not up to date.
There is also a preliminary release plan for the steps to take in this release cycle. Please let me know if you spot any issues.

Development checklist for 0.45 ============================== - we need to finish filling in undo descriptions
- we got a new dll from Tor Lillquist which might fix the dialogs-on-top windows bug - ishmal is working on making a build with it (ishmal)
- there are issues with blur still
- Fix for "wide toolbars" issue (JonCruz)
- Axonometric grid must snap before its useful. Reorganize grid classes and grid snapping stuff. (Johan Engelen)
- JS-DOM binding. Being debugged currently. Will give in-memory scripting of Inkscape internals. (ishmal)
- Export dialog. Working general-purpose export dialog for more than just PNG. (ishmal)
Release 0.45 Plan -----------------
1. Open development.
2. Chill. Development focuses on wrapping up. - See "Development work to finish" below - Shoot for getting 50% of items completed Review/cleanup bug tracker. ~2 wks Create about screen Identify/stub all things to put in Release Notes. Update tutorials and other docs
3. Frost. Most development complete. We track handful of development work. Release Notes should be >90% filled in. ~2 wks Bug Hunt: 500 points Post inkscape-0.45-alpha.tar.gz
4. Feature Freeze. No further development work. Focus on critical bug fixing. ~2 wks Finalize all tutorials, docs, etc. Finalize all extensions Translators create translations. Inkscape must pass 'make distcheck' Post inkscape-0.45-beta.tar.gz
5. Hard freeze. Only release wardens can commit to mainline. Focus on "MUST FIX" bug fixing. ~2 wks Finalize translations, release notes, etc. Packagers test creating pkgs of the -beta release - Try getting pkgs for all major platforms Post inkscape-0.45-rc1.tar.gz
6. Branch. SVN is branched. Complete any late-late-late work. Final verification of packaging, release notes, docs, etc. Publish more release candidates until ready for release.
7. Release. Post official announcements Post official announcements
8. Open development.
