Sorry to always be criticizing, I only hope that it is helpful but users failing to see existing features suggest that they might be better brought forward.
I tried to use Sodipodi for quite a while and it struck me how much functionality was there but that it was harder to find than I felt it should be (deeply nested submenus are bad, even 3 deep is to be avoided).
Basically I'd be looking for "View -> Snap to Grid" or something pretty similar.
Dialogs->Editing Window and click on Show Grid and Snap to Grid. Also peek at the guidelines, which also are snappable.
There are only three programs i can think of that have a 'Dialogs' menu: The Gimp (which has a lot to blame for); Sodipodi; Dia.
Dialogs is a fairly arbitrary and not particularly helpful grouping and is quite different from the groupings used by almost every other application (I find it very hard to convince people of this but please let me try if you dont believe me and look at every other appliction out there, ask a usability expert if you can or just think very carefully about it and try to think of it from the point of view of a beginner).
I know that you are talking about making a layers menu. That will be real helpful. The export and save options are really archaic at the moment as well.
Layers will inevitably have a Layers Dialog but I would suggest putting it in the View menu or in a seperate Layers Menu.
