Now that tutorial-basic.fr.svg is added, does share/tutorials/Makefile.am need to be modified?
Following the example, I guess so. I've done enough to have it included in the distributed tar file

Hmm, the code currently has no provision for opening different files according to LC_MESSAGES. Relevant code is sp_help_open_tutorial or sp_verb_action_tutorial_perform.
Good thing you mentioned this. File names used to be in src/interface.cpp and were localizable, but they are now in verbs.cpp and are not localizable.
