As for Close button, after the GTKmm change adding it is a matter of adding a single parameter in the dialog constructor. I would not mind having it for document/inkscape prefs.
This was discussed too more recently, at the moment you have to manually insert
<group id="dialogs" showclose="1">
in your preferences.xml. This will be later changeable in the Inkscape Preferences dialog. It will put Close buttons on all Gtkmm dialogs.
And no, the Document Properties is not finished.
