Correct technically, but confusing. A modal dialog is the one which freezes the app; what does a modal toolbar freeze?
True... maybe "tool-specific toolbar"?

That sounds fine to me..

Function or Functions? Anyway this seems to be a close equivalent to "Commands bar".
