Took time. I reported my experience with the page at https://gitlab.com/inkscape/inkscape-web/issues/275 which should give a good ground for a refresher.
We all are UX engineers to some extent. Just some of us more mindful about why it is hard for them to do things they want to do, notice things that change their experience (like GMail) and have time to read articles about how it was done. I know about CJM (customer journey maps), user stories, and how to draw conclusions from data. But collecting the data and creating UX reports is not something I do in daily life.
Maybe the date should be left out on that page, though, if it causes confusion - or maybe it should only be added for those items that have a downloadable file that is hosted at inkscape.org.
If it doesn't provide any action for me, it is useless. Date is useful in a format "3 months ago" and a link to release notes, because the insight for me is "is there a newer version released on last x months, and if should update or read of new features".
