I wanted to add in here, but it's also useful to note for the hackfest idea:
The LibreOffice hackfest had a vm service running in a cloud where each instance had a checkout with all the right deps ready to go for anyone who dropped in and wanted to have a go. The cloud image even started pre-compiled, which certainly improved start times for new devels.

Great idea for libreoffice, that does take forever and a half to build.
For Inkscape it feels a bit like overkill but I do know builds take a while and time is precious so if someone were to run one, it certainly couldn't hurt.
