Not because the image is mine, but this is what I think is good use of sets.
I agree, this is good way, and that is not. But i'm trying to say something else.
Software should not force people to make things in one "correct" way, or if it (software) wants to do it it should block/correct user every time he wants to do anything against rules. On OCAL side it means: - you can upload only one file by type into set (one png, one svg), and the server sort's it everytime first PNG than svg. It's not good because "sets" are good, or at least can be something good or - you can upload as many files as you want. If there is a raster one it will be used as thumbnail, and set to first position or IMO best option - you can upload as many SVGs (and not other file types) as you want into set, and server will than generate thumbnails from it to show them on webpage in a way: one SVG -> one thumbnail, and those thumbnails are not part of the set so they are invisible via API. It is a part on what you as inkscape developers have no influence, but probably OCAL's API will not change when it can generate thumbnails, so you can do everything best with existing situation, which probably will work correct when OCAL side will lvl up in userfriendly skill.
On the inkscape side software should give as much as possible from data. So best option is that if i'm searching for 'statue' in import dialog i should get:
- RPG map symbols: Statue (SET) - Statue of Liberty - Statue of Liberty - Statue of Liberty NY - Statue not existing in OCAL (PNG ONLY!) (...)
if i'll select the first one inkscape should show a dialog with: title: RPG map symbols: Statue (SET) - color (svg) - outline (svg)

This way i can access every SVG stored in OCAL, and IMO it is the most userfriendly way to do this.
Not quite, the opinion at OCAL is that uploading in sets is a good thing when the images are very similar, like you have one blue flower and *exactly* the same colored in red. Otherwise it would only increase the image count.
It is what i'm talking about. Rules says that ppl should upload files into one set only if they are similar, and ppl are doing something else. It does not matter what kind of building SVG set is good what is bad. Now inkscape has no funcionality to import anything from "set" and this is IMO BadThingTM, and Inkscape Bug or if you like lack of functionality.
If you think this is bad, probably we can talk about this on the OCAL list (even if some of us are subscribed also here).
Now I'm talking about Inkscape import functionality, if it is needed I can also subscribe OCAL list, but from my point of view most important is to know what Inkscape developers are thinking about the case.
