I think losing the plurality only makes sense if we combine words into one, e.g. "commandbar", otherwise it's confusing (which command? which tool control?)
FWIW, I don't find it confusing. If a car salesmam sells cars, a book shelf holds books (and a toolbox holds tools), a ten-foot-long pole is ten feet long, then a command bar can pertain to commands.
