Is it any better than: select both, h, v, select one, h, v, select the other, h, v? If not then perhaps it's a bit of a waste to spend toolbar space on something that can be easily achieved with this sequence?
The same feature is implemented in Scribus 1.3.5 as part of align'n'distribute dialog and it's better and faster than any sequence of actions.
