Basically what happens is that the grid tries to make sure it doesn't get too dense. So, as you zoom out it has a tolerance where it jumps up, spacing the grid out further. This is done so that the picture doesn't turn entirely blue (or what ever your grid color is) when you zoom out. Yeah, it sometimes seems to behave kinda randomly. In CVS it is more adjustable as the first time that this occurs, it removes the minor grid lines and leaves the major ones. This also means that it is more configurable as you can set the spacing for the major gridlines.
