Sorry, a very quick reply.
I agree with Steren. (that was the motivation for it anyway :) At the moment, it is not possible to bend groups along paths. This will be possible in the future, then only "Bend path" can be used. This is because pattern along path only accepts paths as parameter input, not groups of paths. So the original has to be the path that you want to bend (Bend path), not the path along which to bend (pattern along path).
Have a look at: http://wiki.inkscape.org/wiki/index.php/ReleaseNotes046#Details_about_op eration
In the future, the "original path" can also be "original group" (it is the thing the effect has been applied to, either a group, or a path, or a layer, or...). There are severe problems with implementing this that have to be worked out, hopefully it will happen in 0.47.

Patter along path
But no matter which effect you use, if you use the same shapes you'll get the
same result. The ONLY difference is in the procedure.
I have been using LPEs for a real project and you are right. I would say that :
- if the skeleton is more important than the shape source
itself, you first want to focus on the skeleton and then decorate it with your shape. Use "Pattern along path" (example : branch of a tree, tentacle ...)
-but if you consider that you want to deform your shape source with a rather simple bend path, use "Bend Path" (example : deforming a feather, a leaf...)
In my opinion, the two effects should exist, the result can be the same but the procedure and the way of thinking are not.
