The tarball, .zip bundle, and NSIS .exe installer are all at:
http://troi.hous.es3.titan.com/inkscape/builds/
They are the 3 files with 'patch' in the name.
They have Colin's de.po fixes, and Bulia's patch.
The .zip can be used to tweak and re-build the NSIS file, if needed.
