Yes, there is box on the left side labeled Tags that lists all known tags: https://bugs.launchpad.net/inkscape/
Unfortunately, you're right that this list is not easily accessible from the tag editing page. Tags are actually a relatively recent addition (I think added earlier this year). If you have ideas on a better workflow for them, definitely file a bug against launchpad:

Being able to search on partial tag matches (e.g. "^ui-" or "^platform-") is a good idea, as is tag autocompletion.
The launchpad folks seem to be more responsive with bug reports and feature requests than SF was, however they do have a huge workload so it may take them a while to get to feature requests. But the tag system is getting a lot of discussion internally, so possibly they'll be quite open to usability improvement ideas for it right now.
