Hi all!
I thought I'd help by looking at this issue, hope that's okay :)
I have Ubuntu 10.10 and Inkscape 0.48.0 r9654
A. 1. Opened drawing-2.svg in Inkscape GUI 2. Saved As drawing-2.wmf 3. File-->Open-->drawing-2.wmf - results: object was oriented at lower left corner *Test A successful*
B. 1. Closed & reopened Inkscape GUI 2. File-->Open--> drawing-2.wmf *Test B successful*
C. 1. Right-clicked on drawing-2.wmf file icon in file system list, selected open with Inkscape *Test C successful*
D. 1. Closed Inkscape GUI 2. Opened terminal & issued 'inkscape -f drawing-2.wmf' - received error message: "Inkscape has received additional data from the script executed. The script did not return an error, but this may indicate the results will not be as expected." in the error message box was: "UniConvertor failed: ERROR: drawing-2.wmf file is not found! UniConvertor 1.1.4 USAGE: uniconvertor [OPTIONS] [INPUT FILE] [OUTPUT FILE] Converts one vector graphics format to another using sK1 engine. sK1 Team (http://sk1project.org), copyright (C) 2007-2009 by Igor E. Confirmed that file was in directory, opened Inscape GUI, File-->Open-->drawing-2.svg (confirmed directory location). File open successful *Test D failed at step 3.*
Hope this helps...

I'm fairly certain that this is a Windows 7 issue, and I don't remember there being a fix for it. It happens on my machine as well. Inkscape uses Uniconvertor to do this conversion. As a workaround, you could download and install Uniconvertor directly, available from (I believe 1.1.5 is the latest version):
