obvious solutions come to my mind:

1. localized shortcuts;
2. a GIMP-like keyboard shortcuts editor (optionally, + 1))

3) Just accepting that not all keyboard shortcuts can be available on all keyboards, and trying to assign those that are the least useful to the most risky keys.
