I'm not sure it's necessary because that path is already defined in the batch file mingwenv.bat:

This works for me, but since I rarely build for Windows I wanted to
alert others in case this may turn problematic:

cxxtests use python, but they assume there's a python executable in
the path, which may not work for everyone, so I switched that to use
${devlibs}/python/python.exe
