From the software freedom perspective, I think nothing changed: The server-side code is available under a free license for anyone who wishes to self-host and possibly even improve in a fork.

GitHub still is a non-free web-platform around git, which is much worse than GitLab in terms of software freedom.

Or will this also mean my personal account might be lacking features in future unless I choose to pay?

Overall I'm quite disappointed at this point... We chose GitLab over GitHub because they were supposed to be free, non-proprietary and open-source oriented. Now more and more features become subscription only and seem to disappear behind a paywall. The few ideological advantages begin to fade while the functionality is still lacking compared to GitHub. :-(
