Just as a reminder, everyone who has done work on the codebase between 0.38.1 and now, please go review the ReleaseNotes and doublecheck that those changes are accounted for.
Minor bug fixes, optimizations, etc. can be omitted, but it's worthwhile to include anything major, both for educating users about the new stuff, and for testing/troubleshooting purposes.

What about crash bugs etc getting fixed? Should those get listed somehow?

I think we should only list fixes for bugs that are well known and often reported, such as the Windows drag-beyond-window freeze. Others may go without mentioning.
One bug I fixed this morning was one that had really annoyed me for a while. (I think I must be unlucky to see it so much.) I added that:
Object handles no longer accidentally "snag" on the mouse.
this was bug 988513.

how about we add a comment saying
XX critical and XX other bugs were fixed, keeping bug ratio to XX%
or something to that effect, just to show that the effort has been made?
