No, I think +/- zooming should always zoom to the center of view, as it does now. Taking into account the canvas is unreliable, because your drawing may be smaller or larger than the canvas.

Yes, any click-zoom (be that wheel, zoom tool, etc) must zoom into the mouse point position. Report a bug if that ain't so.
