Can someone confirm that they're having similar behaviors:
When I visit inkscape.org I am properly assigned my language (/en/), when I hover over the download link it shows the proper URL (https://inkscape.org/en/release/), but when I click the link I am redirected to the French language version of the page (https://inkscape.org/fr/release/0.92.2/).
I've tested in three browsers, it's not a local caching issue as far as I can tell. Seems like a serverside page caching issue to me, or maybe a simple redirect typo. Just want to see if I'm the only one.
I can confirm, clicking on https://inkscape.org/en/release/ leads me to french release notes.

when i click the download link on firefox on fedora 26 x86-64, i get redirected to https://inkscape.org/es/release/0.92.2/ . It should be fixed.

Thanks for the reports. The caching issue is now fixed (and deployed) and related to how your operating system/version was used in the caching key. If you had 'windows-10s' then the first language to visit would cache for 2 hours that redirect (not the page, just the 302 url). If you were the first linux-ubuntu user to hit it, your language would be in the url cached. This explains why everyone would get different languages randomly, even at the same time. The fix was to add the language into the caching key so en-windows-10 stores the url to the en release page for windows 10 (this is just the home page at the moment, but it could be the windows landing page and I encourage packagers/release managers to have a think about how they want user's redirected)
