There was something witn zero delay, I can't remember what (and it probably was fixed already). I think it was something related with performance, but I'm not sure. I should check my bug reports and see what was the problem (and if it still exists), but I remember having to use a small delay to avoid it.
Anyway, If snapping with zero delay doesn't conflict with other tools or something, I can agree that it's a much pleasing default, so +1.

Can't remember ever having problems with setting it to 0. Indeed, one of the first things I do with new install and for new users (to prevents complaints about bugs :).
But the feature itself is great. I think I used it once on a complicated document. (indicating that this setting would be nice to have on a per-document basis?)

What about setting it to 50 ms, or even 1 ms? The delay shouldn't really be noticeable any longer, but still Inkscape won't try to snap as long as you keep moving the mouse. The only difference is that if you hesitate for a moment it will snap, whereas otherwise Inkscape will postpone the snapping for e.g. 250 ms.

That's one of the main benefits indeed. Also, it might help displacing objects more swiftly across a very coarse grid. The object will follow the mouse accurately, along the path of the mouse pointer. This should be easier to track with your eyes than tracking an object that jumps wildly from one grid intersection to another. I admit though that I don't have any scientific proof of that ;-)

That's indeed an argument I haven't considered before. However, it also depends on user preference (as you clearly expressed), and on how powerfull your PC is. If you have a powerful CPU then you probably won't need it as often.
