Depends. There should be a choice of actions including "automatically reject", which I had to do for rubygrammar-grammarians. (I don't know why that list attracted so much spam, but it gets an awful lot...)

I would set to auto-reject and just add some friendly text into mailman so that ppl. don't get the "burned sounding" email.
There is too much email to try and let the admins deal with it...

Nope, inkscape-devel is a sf.net list not fd.o. inkscape-user@ requested to be moved to subscriber-only a while back, but at the time folks on -devel generally felt that it'd be better to keep -devel open. I think at the time, the spam was being caught by stock spam filters adequately for most people.
Keep in mind, tho, that Bryce will be forwarded non-member mails for moderator approval.
Actually, I set it to just automatically reject them. I had been moderating the non-member mails for inkscape-user@ for quite a while, but such a large proportion of the caught emails were spam that it wasn't proving to be worth the effort.
