DTP isn't a goal for Inkscape, no. If someone wants to fork at some point, they're certainly welcome to do so.
Qt or no, I personally consider Scribus a sister project; the two projects have been working closely together, and will continue to do so.

I can assure you the thinking is mutual. Making a fully compliant SVG application is an ambitious and worthy goal. While Scribus has some basic drawing capabilites, it is unlikely to have anywhere near those of Inkscape.
Moreover, cooperation has already led to some good ideas for the future, as well as immediate benefits. Both apps in their latest releases have much better importation / exporting results for end users.
Over time, I have the sixth sense some big things will come from collaboration between the two - toolkits aside.
