Does anyone know if installing "Microsoft Layer for Unicode on Windows 95, 98, and Me Systems" on a win98 pc makes it possible to use cairo and thus inkscape / gimp / ...?

Why not try yourself (http://inkscape.org/win32-snap/) and report back if it worked?

Not sure...
But aside from the other issues, the binary might need to be compiled with their glue layer to get it to use the library.

I put the unicows.dll in my windows/system folder - inkscape crashs - inkview shows text-on-path.svg with no prob .!?

So, if you take the unicows.dll back out of your system folder, does inkview then stop working again?
And does inkscape crash differently?
I'm just interested in finding out if you're actually seeing different behavior just by dropping in the .dll
