Dear Sir I could not find any instruction from "Help" or your website about how to use Inkscape to draw or insert a 9x9 grid Sudoku table with number text written on the lines between each cell.

Do you want a blank table, or with some numbers already in?
Either way, such a project would be better done in TeX or LateX. Perhaps there will be a Soduku plugin one day. (You might want to add this request to the feature request tracker).
Alternatively, it strikes me as a good idea for a (really simple) tutorial.
