Is there any place that has up to date windows builds with installers?
Or, is it possible to build the windows installer on linux?

the only locations that I know about are: (I believe these are just 7z files, not installers)

There are two installer: -the mature Nsis based. Nsis might run on wine. NSIS creates .exe files. -the WIX based. This should be delivered for the next version. http://wixtoolset.org . I don't think that this WIX uns on wine. WIX creates .msi files.
Do we have a place for Nightly builds?

I keep one or two fairly recent builds in zip files (no installer) here:

The names change with the trunk version. Most recent as I write this is "inkscape-r12854_trunk.zip". Just unpack the zip somewhere and make a shortcut to inkscape.exe and it should run.
