I have windows directory named c:\win98se. Is this covered?

It should be. Whatever your system directory is defined to be. You could open the Application Data directory, start Inkscape, and watch that dir being created.
We went to the trouble of avoiding a dependency to shfolder.dll. If anyone's copy of Inkscape asks for that, -PLEASE- let us know! ;)
