That is how Dia does it, it does seem like the most sensible thing to do.
- ignore hidden objects
- ignore locked objects
By default all three are on, which is the most natural setting, but
it's different from the behavior in the past and may not be the most
convenient.
So long as you dont create any layers the behaviour will seem the same,
only those who want to use layers will need to face this extra complexity
which they should be well able to deal with.
Experiement and report which works best for you.
