Each time I try I get a small empty rectangle instead of the character.
I tested available builds back to the end of December, they're all broken. So probably this was never fixed except on linux. I don't know if it's worth trying to fix this particular bug, or perhaps we should work towards Pangofication instead, which will likely fix this and other font problems on windows.
I am also getting the error message shown in the attached file.
This one is unrelated, I fixed it now.

I confirm that it is present back to 20 December as well.
Using Arial I tested a range of special characters and compared them with conventional alt+unicode settings on other programs. Interestingly, some special characters DO come up but with totally different numbers.
Special Character -0099= NPC (Non Printable Character) 0100-0159= Boxes 0160= alt+0138 0161= alt+0154 0162-0177= Boxes 0178= alt+0159 0179-0191 Boxes 0192= alt+0131 0193-0233 Boxes 0234- NPC
I'll put in a bug report when I can get into SF.

I think it would be valuable to have it fixed. It means that many characters currently unavailable could be used and in turn these can be used for pattern making via stomping. This is what led me to the bug in the first place. For example the alt+0149 character is a small round dot. Very handy for generating rock fills.
Thanks for that fix on the error message. I could not quite tie down when it was happening but it appeared to be related to changing default fonts--but not always. :-)
As a matter of interest, why does Inkscape not use alt+number for special characters? Several other programs that I've used do this and it makes for usability.

If it is a lot of work, I would say wait for Pango. I would hate to see people invest a lot of labor into code that will be thrown away. I am sure that we are duplicating effort.
But if it's just a few lines, then certainly let's look at it.
