The GIMP calls that "Tool Options", so maybe "Tool Options Bar"?

Well, it's not just tool options either, though. It also includes tool-specific "functions".
"Tool Toolbar" would be good, but it sounds funny. And is probably a better description of #3.
My vote is:
1. "Application Toolbar" (for generally-applicable actions) 2. "Modal Toolbar" (the horizontal modal action/option bar) 3. "Tool Selector" (the vertical tool selector bar)

Except for the second (I'd prefer "Tool specific bar" or "Tool options bar") I like these suggestions.
