Yes, ofcourse! Most projects do a 'string freeze' where they don't change translatable strings to help translators. Now that we have more people starting to translate Inkscape should we start doing that?

Well, usually I would say a week or so. Because this release has bug targets - it is going to be until the bugs are fixed - so it is a touch special.
