Here's a recent email on the Tango list discussing icon workflow.

There are some interesting aspects to it, and Jakub explains the rationale for various aspects fairly well. Those include metadata "abuse", layers, gradients, shared styles, export, etc.

Thought this might spur a little discussion and/or tweaking of some Inkscape aspects.
