When I create a book cover using the perfect book cover template I still need to convert it to either PDF X/3 or PDF X/1-a:2001 format for the printer. Today there is no way to do this in Inkscape. I must import it into Scribus 1.5.0 or Adobe Acrobat just for the conversion.
Are there any plans to add this feature to Inkscape?

This is the wrong kind of question :)
The right kind of question is: are Cairo developers planning to implement PDF X/3 or PDF X/1-a:2001 exorting so that Inkscape could benefit from it?

maybe inkscape and scribus can join resources to let inkscape those pdf. There are many questions to improve pdf (cms) in inkscape what scribus already can do today.

What does Scribus do to save PDF-X?
Uses its own PDF library that is highly dependent on Scribus's document model and cannot be easily abstracted.

thought they use podofo c++ library.

Mostly for _opening_ PDF.
To get an idea about the internal PDF lib, have a look at http://www.git.scribus-ece.info/?p=ScribusECE;a=blob_plain;f=Scribus/scribus...
