Enhance file manager?
I see for milestone 11 one of the tasks is "Enhance file manager". What needs to be done here?

I'd be interested to know what the statement "Enhance file manager" actually means. (With the number of anonymous bug reports we have this could be one of many unanswerable questions.)
I looked through the Roadmap in the wiki right as far back as 21:31, 6 June 2004 when Bryce created the page. It did move around a bit and get pushed back from version 0.43 to later versions. (Bryce I dont suppose it rings any bells?)
My best guess would have been that it related to making Inkscape work with the thumbnail view in programs such as Nautilus and possibly even Windows Explorer[1] so I am interested by your suggestion that it might mean an improved file chooser.
Perhaps it was suggesting an Inkscape based gdkpixbuf renderer as an alternative to librsvg? (Indirectly this would be the way to provide an alternative renderer to Nautilus.)
Thanks to nautilus and librsvg we do have a good file manager which can make SVG thumbnails but Windows users do not have that option. Does anyone know any thumbnail browsers on Windows which understand SVG? (I'm still hoping an updated version of the Windows port of GQView will include SVG support but I'm not sure if there has been a release since I last checked.)
So maybe it means bringing an integrated thumbnail browser to complement Inkscape but it is quite possible it means something else entirely.

[1] I think there is some trick which allows applications to add improved thumbnailing of their file format to Windows but dont quote me on it.

Boy, if it's dependent on my memory, we're in trouble. However, I recall at the time we had just adopted the Gtk 2.4 style file dialog and there were many complaints that the way it worked was "too strange". Since then, though, things have changed; certain tweaks were done, people became accustomed to the Gtk file dialog in general, etc. So it is entirely possible it is no longer a significant issue. I would probably reinterpret that roadmap item based soley on what exists in the tracker today.
