I've just updated the gtkmm stack in the win32 devlibs with the following libs: * pangomm-2.28.4 * glibmm-2.28.2 * atkmm-2.22.6 * gtkmm-2.24.2

Additionally, the build.xml file needed to be updated so that Inkscape can compile with gtkmm 2.24.

Windows devs, don't forget to update both the trunk (revision 11810) AND the devlibs (revision 36)!
