I've just committed a patch from Thomas Holder that fixes loading of extensions from local folder like ~/.inkscape/extensions (LP197475). Works for me on Ubuntu Linux, please test on Win and Mac. Also, please update AUTHORS whenever you commit someone else's patch. ;-)
